PLANNING BOARD
Regular Meeting
February 16, 2011
The meeting opened at 7:30 PM.  Present were: Chairman Tom Daly, Mark Canfield, Jerry Gannelli, Jim LaChance and Rick McCowan.

E. Princeton Village Overlay District (EPVOD)
The board reviewed the bylaw as drafted by CMRPC dated 1/5/11. There was discussion on whether the overlay zoning should prevail to the exclusion of the commercial district.
  • Tom is concerned about restricting the most reasonably viable commercial district in town.
  • The board can waive certain requirements.  
  • CMRPC has done a great deal of work getting the bylaw into a viable format.
  • Tom will clarify with CMRPC what is meant by 1B (1) in section 5.
  • There was discussion on traffic in section 7(6). Jerry suggests changing the wording to include “unduly” and delete the second half of the paragraph. The board agreed.
Mark moved to make changes as discussed and review at next meeting. Rick seconded. All in favor (5-0). Mark will draft a warrant article.

Re-zoning for Worcester Road, Hubbardston Road, & Route 140
Rick provided a draft warrant article of written descriptions for proposed zoning boundary changes.  Maps need to be revised by Matt Franz from CMRPC. Jerry will contact CMRPC for the balance of available hours.  

Warrant Article for Post Office Place Concept Plan
Tom will revise the draft to request $2,200 and indicate it is for a concept plan. Rick moved to approve the article as discussed. Jim seconded. All in favor (5-0).

Suggestion by Building Inspector
John Wilson recommends the board ask Sonoma to install a fence surrounding the portable cooler. The board decided to wait to see if there are any concerns.

Meeting Minutes
January 19, 2011 Regular Meeting – Jim moved to accept the minutes. Mark seconded. All in favor (5-0).

2010 Annual Report
Mark moved to approve the draft as written. Jim seconded. All in favor (5-0).

Citizens Planner Training Collaborative Conference
The board reviewed the mail.  Rick moved that the board reimburse Jerry the amount of $50 to attend the Citizens Planner Training Collaborative conference. Jim seconded. All in favor (5-0).

The meeting was adjourned at 9:05 PM.  All were in favor.
